The 18 million was post R/S. It was part of the agenda after the r/s. Ninety percent of the company's revenue in 2002 came from the mill. I can assure you that he intended to issue 18 million post r/s shares for the mill. As proof please note that there were less than 5 million shares remaining as of the r/s. He could not issue 18 million shares as he did not have them authorized. Note that the BOD meeting agenda did not increase the A/S as the r/s took care of that problem.

I'm not saying that the mill isn't worth the shares. I'm just noting a previous desive on Matin's part and offering my opinion that he will get it done down the road.
