shrotker, the only two things that are relevant in that statement is 1) "There were many complaints about this issue and the item was removed from the agenda." 2) This was pre R/S, which would translate to 180,000 shares issued post R/S.

If the company does in fact need to issue more shares for this purpose, the 18 million is no longer a correct assumption. That's just my opinion.
