i can't say for sure they aren't dumping shares, just as you can't say for sure that they are. but if, and that is IF, they are raising some funds while their stock is up 1000% from two weeks ago, then good for them. once the land the bp contract, they will certainly have some initial expenses as they ramp up. dilution, if done the right way, is not always a bad thing. if the co is using the money raised to make forward progress, then that is the purpose of being public in the first place, correct? behl 'dumped' a couple hundred million shares in to the market during their run from .0005 to .16. if they have been selling, it has been the smart way, on the way up. once the bp contract is announced, it will not matter if they have added 50-60 mil more to the os, this will take off like a rocket.
