That statment means that if Rosin delays too long to get the EC on board and have a signed POR very soon the share holders will boot the BOD and replace them with one that wont sign a crappy settlement.

The reason the current BOD wants to settle so easy in my opionion has to do with everyone poking their noses into the deal. They are not innocent. There was probably enough fraud in the past to put a few of the BOD in jail. They want this thing to go away before they all get caught. Seems like the same can be said for everyone in the case JPM,OTC,FDIC. The hold up is making the EC happy.

If they can make the EC happy we wont ever see a new BOD because a good settlement will happen before any shareholder meeting
