Understandable, but there is going to be some sort of discount when dealing with tens of billions of dollars. It's a bulk deal, so it's cheaper. Bear Sterns was smaller, but it was also JPM's first foray into acquisitions of the most recent market crash's casualties.

Again, I know I'll be villified for it, but I would be happy with $0.10 on the dollar for preferreds, plus $1 a share for commons. That's still approx $3 billion of a settlement, if I remember correctly.
