awk, where does 1 server for 1000 PC's come from?

I understand the server (attestation credential manager, essentially) will act in an equivalent way to a Radius server. It isn't a storage device for users data, just their authentication requirements.

In that case, the number of PC's that can be served is much higher.

For example, a radius server (based on an HP 9000 enterprise server) can handle 150 authentications a second (this is not a guess -- they are used in 3G networks and that is a dimensioing rule). Assuming half that for ACM due to higher complexity (and I really don't know those numbers) and two authentications per PC during peak usage periods, 1 server could manage 135,000 users.

But maybe my assumptions are wrong.
