I'm by no means a legal expert, but they didn't do anything wrong with that POR. Stocks go up and down based on information all the time. If anything, they actually helped shareholders out by releasing it after hours. If they had released it during trading hours, I'm guessing the PPS would have dropped sharply. It will still probably go down on Monday, but probably not as much as if they released it during the day on Friday.

Also, just my opinion, but there have been a lot worse things that have gone on with this stock (manipulation, massive sell off before the 3/12 hearing, etc.) than the recent POR being released.
