All good questions you asked.

1. You asked, "What will be done with it?"

As was afforded it will be sent to numerous agencies as well as Senators and Representatives that interested in protecting American companies IPR.

2. You asked, "Who is it going to be sent to?"

I would say every and any concerned Senator, Representative, Web Site or analyst who is interested of protecting home grown patents in the USA. This report is not just about IDCC it's also about Qualcomm who has spent millions in the courts protecting their patents.
