To be honest I don't know the whole process, what I do know is that instead of covering, meaning actually buying the shares and filling someone's order with ACTUAL shares instead of just an IOU so to speak, they can pass that IOU along to another MM.

So, if the timer before a MM has to cover is 3 days, for example, the 3rd day they can just pass it on to another MM, who then has ANOTHER 3 days before they have to cover. This process can repeat itself for quite sometime. At least that is my understanding, if I am wrong anyone can feel free to correct me.
