With that answer and seeing what is actual facts these are short interest not dilution. Diluting is a general term that results from the issue of additional common shares by a company and you know that so why stop at 3x4 when you can dilute more and add TONS more at a lower PPS. These are short buys and manipulation is never ruled out in the penny world.
