Matt - Closing the loop on what I thought was a possible problem with the missing upper link bar:

Turns out some of the public machines that I was using had Netscape's "Always use my colors, overriding document" box checked under "Edit/Preferences/Appearance/Colors."

So it was merely a manual color selection problem, and when I unchecked the box the bar reappeared just fine.

Sorry about that - Should have discovered this earlier. - Just one of those things that can happen when a bunch of different people share a machine. LOL
