Chevron chose Block 1 because they thought it had the best potential. When it did not turn out as expected two things happened...first, Exxon bailed...now it looks like Chevron may bail.
So if they thought Block 1 had the best potential...of all the blocks...and they are bailing...why would they want to continue in the JDZ?
