Steve, here's the part almost everyone on ihub is missing, they don't give the shares covered number, only the shares short. It's normal for an MM to short stocks as it's their job to create a market so sometimes they are buying and sometimes they are shorting. Almost every board at ihub now is screaming how short they are because of this list but the list has incomplete info. Here's someone that contacted FINRA and the answer they recieved:

Q1. Who reports the Short Interest?
A1: Each Market Center will publish its own list, FINRA collects the data

Q2: Do MM have to report that they covered by a certain length of time?
A2: No

Q3: What does it mean?
A3: Just data to identify the total shares and number of shares short

Q4: Any way to know if they covered ?
Q4: No
