Hi Holy,

all I know is that it is a form they must submit ...but as to why they still need to do it if they are closing the doors? It might just be the water swirling in the bowl before it completely flushes, but maybe it will get clogged up? (Sorry for the analogy, but it seems to fit with the old management) LOL.
