That's pretty good stuff. The problem is it doesn't do much to help us here as it's designed to prevent an overall market collapse on the big boards on big down days. Market Makers and Specialists naked short under the 'orderly market' thesis all day, every day and they are allowed to do it to facilitate order flow. On the larger exchanges it is done in an ethical way and the rules are followed. Down here in pinky land we all know the privilige is being abused.
