In the end, it is on the CEO to verify what the company has and what they do not have. I'd say it is about time for that. But, illegal trading should never be tolerated, no matter if it happens on all exchanges on all stocks. Illegal activity should be spot-lighted and reported whenever it occurs, period. One cannot justify bad behavior by pointing to other or worse behavior. Again, breaking the law should NEVER be acceptible. In the end, greed and hubris will catch up to those who perform such actions, especially if it is flaunted. People can justify it any way they want, and they do and will continue to so.
