The Federation for Identity and Cross-Credentialing Systems (FiXs) And The Defense Cross-Credentialing Identification System (DCCIS)
Proof of Concept and Pilot
The Department of Defense (DoD) and a coalition of private-industry partners have launched a proof of concept (POC), and are currently engaged in a pilot project, to demonstrate the interoperability of credentials (including biometrics) for physical access to work locations. After extensive analysis, a follow- on phase will deal with network access. The Federation for Identity and Cross-Credentialing Systems (FiXs) and the Department of Defense, is piloting for deployment, the Defense Cross-credentialing Identification System (DCCIS). DCCIS is a federated identity management and cross-credentialing system between DoD and industry/private sector participants that have a need for trusted, secure and interoperable employee identification and authentication as part of their joint working environment. (FiXs is testing and fielding the non-DoD component of the federated solution)
The DCCIS project is being conducted with the co-operation of FiXs . The Federation is a coalition of Industry and not-for-profit organizations whose objective is to support efforts to create and deploy an interoperable identity cross-credentialing “network”. The Office of Information Assurance at OSD/NII, the Office of Force Protection, ATSD/IO and the Defense Manpower Data Center (DMDC) are the federal sponsors of the project. The DCCIS is an approved system under the DoD Personal Identity Protection program. (See DoD Directive 1000.25, page 5, dated July 19, 2004)
The DCCIS functions and processes (within a FiXs Industry facility) are interoperable with the infrastructure that supports the Defense National Visitor’s System (DNVS), being deployed by the Defense Manpower Data Center (DMDC) for the DoD
