... The highly confidential, 12-part Comprehensive National Cyber Security Initiative (CNCI) comes into play.
What's got Blair's attention is (mostly) the penetration of our Defense Industrial Base and critical information infrastructure (something like 70-80% of which is controlled by PRIVATE companies(... and the exfiltration (theft) of plans for weapons systems and other intellectual property. What nobody knows is whether or not the massive, ongoing computer network exploitations have also included the planting of "deadly seeds" in the compromised networks and systems.
Trusted Computing is a SIGNIFICANT part of the research and activities around the CNCI. (This makes sense. After all, the attackers are going lower down the stack... and down into hardware. So the defenses need to be built UP FROM the hardware.)
Examples of CNCI initiatives that have trusted computing elements: Everything from "leap-ahead technologies"--just put the words "Cyber Leap Year Summit" into your nearest Google and take a look at the NITRD's event in 2009 (trusted computing and trusted computing concepts were all over it)--to SUPPLY CHAIN PROVENANCE issues (whether or not hardware or software components are compromised from the first step in the supply chain or compromised along the path to final delivery). To appreciate trusted computing's role re: supply chain management, just plug these words into your local Google, "Wyatt Starnes" "provenance." You'll see a reference to his blog and the role that TPMs **can** play in a kind of whitelisting approach.
