Shen's main objective was to secure manufacturing contracts in China. In addition, he built the PBR monitoring software that they initially used for the SJC PBR.

Contract negotiations are long over. The manufacturing agreement is already in place, and parts have been received.

Also, in RWE, BEHL found a counterpart that already had a sophisticated monitoring software setup for its own PBRs. Dennis had said months and months ago that BEHL would seek to leverage RWE's software for monitoring because it was more advanced than their own.

Maybe there were hard feelings, maybe not. But it's a business move, and it seems like a logical one.
