Three things, one the post you're replying to made no mention of shorting doesn't happen, of course it does.

Two, if you're trying to use that as an example of naked shorting, you missed the boat. That case(s) had nothing to do with that.

Three, none of those had anything to do with penny stocks, all were secondary offerings of listed companies.

Short selling ahead of offerings can reduce the proceeds received by public companies and their shareholders by artificially depressing the market price shortly before the company prices its offering.
