IMO only small orders MMs put at ask, I placed a 3M buy order at 8 yesterday when I saw Level 2 was 7(2) x 8(2), Level 2 changed to 8(2) x 9(3) immediately and my buy order only filled 1.4M. MMs are playing the game.
