C. Randal Mullett, vp-government affairs and public relations for Con-way, said any revision of current HOS rules should address actual safety risks -- not perceived risks. "We should keep the current regulations intact and strengthen them by emphasizing better screening of drivers for sleep disorders" that can lead to increased fatigue, he noted.

Marsha Vande Hei, director of regulatory compliance for truckload carrier Schneider National, stressed to FMCSA's executives that dealing with sleep disorders, and not HOS rules, should be the agency's focus. "Fatigue management is a much more broad based concern," she said. "It's estimated that 28% of the driver population suffers from sleep disorders. Among Schneider's drivers, we estimate 17% have some sort of sleep disorder." While Vande Hei said Schneider supports the current rules, the carrier would like to see a stronger focus on sleep disorders added to them.
