I would say that it should be for the water storage tanks, since a septic systems need to be further away from the building. Also, it does not make much sense to put machinery underground in a ditch especially since machinery requires maintenance and also to the point that water seepage may corrode the metal from which they are made of.

The mill plant is looking GREAT!!!
The Building is like a giant present, never know what is inside, until the Grand Opening (via cameras).

I am still calling for February for the BIG BANG.
