Jimmy... Good find. If most of these changes are implemented, I think we can look forward to a more level playing field. The 10% circuit breaker is nonsense and that's why most of the brokers are in favor. The biggest impediment for the manipulators will be the price test with an offer having to be at least .01 above the last trade.

It has been a long haul. I know people who have been fighting the battle on the front line, for years, to stop these inequities. Can't come soon enough, IMO. Thanks.
