They originally built a 5 segment, granted shorter.
Then they build 4 segment.
In Nov they were coming to US with 4 segment.
Now there coming with commercial 5-segment STS-111.

SO when you first read this news I was thinking you were right 2nd half of year for contract, but looking closer they are:
"add more talent".
"expand our commercial business partnerships".
Pushing for more radio and tv coverage.
And twice they have mentioned building the 230'er. They can't just keep building without selling.

So I think a surprise buyer might sneak in first before the military, such as oil security or possibly to thwart those Somalia pirates.
