I don't have a definitive answer for you, but it's not uncommon.
For one thing CEO Evans is a Canadian citizen, so that might explain the office in Canada.
There may be domicile considerations in order to trade on the Pinks as opposed to the "F" (foreign designation) OTC ticker, which has major liquidity considerations for all of us.
I don't know that it makes any difference where their legal council lives as long as they are properly licensed.
Let me reiterate, I don't know the answer to your questions, but there isn't anything particularly unusual about that stuff.
