FOIA request apply only to gummint agencies and the gummint itself.

The SEC does NOT have your missing SPNG 10-K.

You cannot use a FOIA request to get anything from M&M.

So the answer is FOIA is nott going to get you anywhere on the SPNG 10-K or missing 10-Qs.
