I think that the issues in Iraq are way too complicated to be put into just 2 reasons. You are assuming that
1) They knew that Saddam didn't have WMDs and they lied to us
OR
2) They are grossly incompetent - why didn't they know?

It is clear to me that any sane person including Hans Blix thought that Saddam had WMDs. To say that they have been lying to us is silly. No sane person would decide to invade a country after beating the drums for many months that there were WMDs while knowing that there weren't. If you believe that, you are essentially a Bush hater or a stupid person. Let's say you are neither. Now, that leaves the second charge - they are incompetent. This could be closer to the truth. However, just because something goes wrong doesn't mean the guys are incompetent. The terrorists like Zarqavi are fighting this battle as their last stand. Baathists are pissed off that their total control over the country is gone. This is bound to create issues. Bush can't go and wipe out the resistance because there are likely to be casualties - ones he can't afford right now. There are a lot of logical reasons which suggest to me that this predicament is not due to incompetence but due to bad calendar. We just have to wait and let the admin do its job. Iraq will be free and will be vibrant. It is just a matter of time. People who think that this was for oil just don't understand the difference between US and any other country. Given a crisis, I would trust US any day compared to any other country - maybe not in the beginning - but it would always be the one country to go to. Make no mistake about it - US is on the side of good here...
