"LLEG's JV partner may have asked LLEG to pay for all of these preliminary expenses before committing a vast amount of money, on the order of $100M, to the construction of the power station". Your probably right, why pay all these extra expenses until you know where things are headed first. That would be a good business decision on the part of HLE, and also show Laidlaw's committment towards the project. Do you by any chance know where Laidlaws share structure ranks with some of it's peers?
