I think LLEG is footing the bill. We've seen the printing of 75M new shares in the last few weeks. If you assume an average share price of $0.003, then LLEG has raised $225,000 through equity sales. That could easily be enough to cover the connectivity study and other costs associated with filing for a permit. LLEG's JV partner may have asked LLEG to pay for all of these preliminary expenses before committing a vast amount of money, on the order of $100M, to the construction of the power station. This is all speculation on my part, it goes without saying.
