Who do you think is footing the bill for the study? With all the studies needed, and all the costs that will be incurred to develop the Berlin project it is evident that the JV with HLE is helping with most of the development costs. How many shares have been added to the O/S since the joint venture, surely not enough to cover all the expenses thus far. Laidlaw is probably footing the bill for some of the smaller costs associated with the project such as the application and permitting fees, while HLE is handling to bigger costs. Obviously dilution is never a good thing for shareholder value, however the latest addition of 50 million more shares to the O/S could mean that Laidlaw needed some addtional funds to wrap up the permit submission. I am inclined to believe that permit submission is very, very close, or perhaps funds are needed for the legal fees associated with a lease (MA project). I suspect we will get another interesting PR very soon!
