Remember that the grid connection study costs lots of money. I can't recall how much, but I have it in my memory that it can run upwards of $100,000. I think it likely that LLEG would sell shares to pay for the application and permitting fees. This could explain some of the pps stagnation we've seen.
Let's not forget, though, that languishing at .0025-.003 is ten times better than languishing at .0003-.0004.
