I believe REC's are here to stay regardless of the motivational science behind them at this point in time. This is one of the reasons I am in LLEG. The concept is possibly the only one which will encourage or even force countries like China, Vietnam, India, & most third world countries which are now becoming more MFG focused, to be more responsible for their CO2 emissions as well as other pollution. I see no other way to encourage these countries and others like them to get with the program. “Acid rain” and its effects have been proven to pose a greater threat to the greater biosphere than “global warming” as far as I know.
At this point I am inclined to believe the effects of man made CO2 emissions will be more clearly identified as the cause of many other negative effects known to be negatively affecting the environment.
Something like acid rain will be reduced as a result of adopting the concept of REC’s. I wouldn’t be surprised if there are other dipterous effects on the environment which will also be mitigated by implementing the REC concept.
Just my pretty much uninformed and humble opinion,
Nez
