If Nokia/Samsung settle, I don't think smaller company with smaller sales and budget want to drag themselves into litigations. Litigation and lawsuit would consume too much of their time, budget and concentrations not to mention their short term stock price. It is much easier to go ahead and get a good negotiated rate with IDCC.
