Yes but by offering divi's they tie up the free trading shares as people will hold what they have and/or purchase more(to get the divi) thereby taking more off of the market. This will as I said raise the price if uplisting is the goal, or stabilize the price if dilution is the goal. Look at the billions traded as EVFL but never a PPS increase, we now know that was due to dilution to the tune of 72 billion+.
