That makes alot of sense to me. It would explain why they would sell below the bid. If they were diluting like most other pinks he wouldnt care who he was ripping off and would try to sell them at the highest share price possible. Since he is the ceo of dnpi as well, he obviously has an interest in buying the shares at a lower price (hence the shares selling below the bid). It just makes no sense at all to sell shares below the bid if hes trying to raise capital or for whatever other reason ceo's dilute. JMO.
