Can't help much, other than to say I believe there is indeed a "three-strike rule," but I haven't followed closely enough to know when the "first strike" was.

I suspect Bishop or Shell would be the best bet to ask about the rule. Others who have followed more closely could pinpoint the "first strike."

This *has* been brought up on-thread, before. Perhaps a thread-search might be worthwhile.
