I know for a fact that TD Waterhouse has been provided Certificates that they accepted for Millions of dollars, and they had to cover this up by paying millions of dollars.
I only wish I recorded the conversation!!!

Since this happened they are no longer allowing the purchase of OTC shares when you log-in over the internet.

You must now call in and speak with a Trader who will place the trade for you and if it involves millions of shares, additional authorization is required from someone higher up.
