Now why would a company go to considerable lengths to reduce both OS and float, only to leave the share structure the same?

When a company has a large AS one MUST assume the worst. So, do the paperwork and change the share structure to reflect the companies progress and new outlook.

Instead of an 2B OS and 8B AS we go to 2B AS and 1B OS. A final effort to shore up pps and restore investor confidence.
