I called Scottrade to phone in my order and got that
explanation/excuse. It seems like they did not want
'my business' on this (admittedly) small-time trade.
I was talking to the 'head guy' in the office, too.

I've purchased sub-pennies via Scottrade before that
eventually made their way to the no-buy/sell-only list.
