Maybe, it's swelling of the public float (bagholders) as a result of one large holder whose shares are already part of the current o/s but not yet part of the float dumping his garbage onto whoever will buy it thus keeping the price down (diluting) without raising the O/S...
Maybe the company is not diluting now because they already did last year and now the restrictions are up so they can be sold from the previously restricted holder to whoever buys the story...
Maybe not though. See what they say. lol
