I think the restriction is due to naked shorting too, but I don't think Scottrade or TD are in on it. That's just too much conspiracy for me. I think it's more likely that because of the naked shorting, some brokerages have too many failures to deliver for comfort. This is all IMHO, or more specifically, speculation.
