most spot markets do not work that way. what product should they run on full capacity? bio?spec? 50/50? full capacity will happen when the market dictates direction of their niche. not jumping into full capacity after testing is a prudent move. it in my opinion doesnt mean the market is lagging. spot markets move and change rapidly. and anyone selling those markets does not want to get caught with an over supply of anything (full production) until the pricing and demand justifies it.
