"Once commercial production starts, it may take 6-12 month to reach full capacity... (The constraint being market demand)."

To me the above statement makes it obvious that demand is lagging. It states that the limiting factor is market demand. If that had not been the case it looks as if production capacity could have been fully utilised once production begins. I see no other reasonable interpretation.
