I am not sure about the artic region but the antartic has a treaty signed in 1959 between the US, UK, France, Australia and other countries who are also researching (For peaceful purposes, what ever this means) there for various reasons. There might be a treaty in the north too. IMO, oil or any other resources would be very difficult to claim, since too many nations are involved. Biofuels, on the other hand, tend to be more practical since it's in the direction that we are going ATPT. What is odd, is that most countries in the world have followed the US footsteps on any major trend/habit for over a century now. Cigarrettes, chewing gum, industrial revolution, ect. We are now condeming some of those trends with scientific evidence/findings and the same nations are following too. President Obama's vision to forgo and meet/exceed the dependency of foreing/domestic oil could be compared to some of our previous trends/habits that one day will dissapear too in a grand scale. In this case, Brazil beat us to the punch by being 85% free from oil and able to export too. EVFL and Companies seem to have this grasp and be ahead of schedule, in a grand scheme of things when compared to the US as a whole. When giant oil companies such as EXXON are crossing over to study biofuels, there is something there, unless they would want to patent certain processes and shelve them to slow things down for the alternative fuel movement. I tend to go with the first since newer generation CEO's/Owners are more in tune with the environment than the previous Rochefeller mentality stereotypes. All of this is just my opinion.
