Here is a good statement of why the efforts of Ben and Tim will not work and what is the consequences. I find it interesting that the very guys who were in control positions when the problem was created are now the guys who are trying to fix it and patting themselves on the back like they are heroes. It is hard to imagine such arrogance.
I can't forget the word "contained". I am sure Ben wishes everyone would. How can anyone trust this guy to have a clue.

Note this book was written in 1963 and seems to be the play book used by Tim and Ben. Everything advised against is exactly what they are doing. Common sense is on vacation.
