Need to clear something up...

I don't know if it is just late or what, but I am a little confused. Many people are saying that it is Comfort Systems supplying the proposal to BEHL.

But the PR says, "The company released today the submission for a RFP to Comfort Systems to build".

So, doesn't that mean that BEHL is submitting a proposal to FIX to build the PBR, rather than FIX building anything for BEHL?

Or am I just confused... and just need sleep?
