I'm not an expert.

I believe 40% +/- of the $17.5 billion dollars that the army has set aside for training and simulation over the next 10 years is designated for small business.

The STOC II program by peo-stri is established such that prime contractors are forced to sub-contract out a large portion of their awards, to the small business community.

Many of the prime contractors who eventually qualified for eligibility under the stoc II program had long lists of small business sub contractors that they would use, if they were to receive contracts.

Thus far, I am not aware of any awards being granted under this program. However, if LMT were to bid on solicitations under the stoc II contract vehicle, it would serve them well to list Virta as a small business sub, and would be detrimental if Virtra's tech was in house.

just my 2 cents. could be absolutely wrong.
