IDCC "believes" it has essential 3G IPR. A few companies in Japan have joined the IDCC bandwagon because they needed some IDCC IPR for their local Japan only 2G wireless system and the agreements have rolled over into 3G.

Others are leary and don't want to join or don't want to pay, ie NOK.
