I believe you may have interpreted Claw's statement incorrectly. Perhaps this Long Way Around will aid all in better understanding what I believe he meant (Claw, feel free to engage):

I believe what was specified was that YA can convert all they want and sell into the market all they please at any given price, even below .01, even to the point of .0001. This increases the O/S, HOWEVER, in order for YA to now increase its holdings back to 4.99% of the O/S they are required by law to buy at a price no less than .01...and the cost associated with the purchase will outweigh the proceeds from the sale.

Since to our knowledge YA has only been in the business of earning profit, it is anticipated they will refrain from conversions until the pps rises above .01.
